My concern is with the chain of command. Without the proper sponsorship, all that gets done in most organizations is "bad multitasking." Therefore, I have a defacto anti-PMO bias. The PM "Officer" is rarely (ever?) able to issue the one command that makes any difference in project environment: "No bad mulitasking."
